{"id":1397,"date":"2022-04-12T10:41:39","date_gmt":"2022-04-12T14:41:39","guid":{"rendered":"https:\/\/communicator.pef.org\/?p=1397"},"modified":"2022-04-21T12:55:25","modified_gmt":"2022-04-21T16:55:25","slug":"lots-to-like-for-pef-in-states-new-budget","status":"publish","type":"post","link":"https:\/\/communicator.pef.org\/issue\/volume-40-no-3\/lots-to-like-for-pef-in-states-new-budget\/","title":{"rendered":"State budget delivers big wins for PEF"},"content":{"rendered":"<p><span data-contrast=\"none\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1425 alignright\" src=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2022\/04\/Comm-Cover.jpg\" alt=\"\" width=\"455\" height=\"597\" srcset=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2022\/04\/Comm-Cover.jpg 455w, https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2022\/04\/Comm-Cover-229x300.jpg 229w\" sizes=\"auto, (max-width: 455px) 100vw, 455px\" \/><\/span><\/p>\n<p>State budgets are usually a mixed bag, at best, for PEF members, but this year the 2022-23 state budget is mainly good news.<\/p>\n<p>The last of the state budget bills were passed Saturday morning, April 9, and PEF President Wayne Spence took pleasure in reporting to members, \u201cMany of PEF\u2019s top priorities are included.\u201d<\/p>\n<p>The budget, which totals approximately $220 billion, contains a 3 percent boost in funding for state operations.<\/p>\n<p>In fact, \u201cIt\u2019s the first non-austerity budget since I\u2019ve been PEF president,\u201d said Spence, who first took office as president in August 2015.<\/p>\n<p>A rapid analysis of the budget bills by PEF revealed numerous important wins for the union.\u00a0 These include:<\/p>\n<ul>\n<li><strong>Pension reform:\u202f<\/strong>Working in conjunction with many other unions, PEF secured improvements to Tiers 5 and 6 of the New York State and Local Employees Retirement System, which will hopefully improve the state\u2019s recruitment and retention efforts and lift staffing levels. The 10-year vesting period was reduced to five and lawmakers also agreed to exempt COVID-19-related overtime earnings from mandatory employee payroll contributions to pensions. This change applies retroactively to 2020 and through 2024.<\/li>\n<li><strong>Health care bonus:\u202f<\/strong>The budget establishes a new workforce retention bonus of up to $3,000 for state and other employees who work in health care or mental hygiene positions. PEF tried to get this bonus for all employees who were deemed essential during the pandemic, and the union will continue to fight for bonus pay on behalf of the mission-critical employees who were not included.<\/li>\n<li><strong>More beds for mental health patients:<\/strong>\u202f\u202fFunding was included in agency budgets for addiction services and up to 100 additional state-operated inpatient mental-health-stabilization beds. \u202f\u201cThis was a major request in our \u2018Fund Our Future\u2019 campaign\u202fto help address the mental health crisis in the state and provide critical services to some of New York\u2019s most vulnerable citizens,\u201d Spence said.<\/li>\n<li><strong>Nurse loan forgiveness:<\/strong> The budget creates the Nurses Across New York Program that will focus on paying the student loans of nurses who choose to work in hard-to-staff areas of the state. \u202f\u201cThis idea was first advanced by the PEF Nurses Committee,\u201d Spence said.
