Kathy Hochul, the New York Department of Civil Service published Policy Bulletin 2023-01, \u201c<\/span><a href=\"https:\/\/www.cs.ny.gov\/attendance_leave\/PolBull23-01.cfm\"><span data-contrast=\"none\">Paid Parental Leave<\/span><\/a><span data-contrast=\"none\">.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">\u202f<\/span><span data-contrast=\"none\">The new policy grants 12 weeks leave for any unrepresented employee of the State\u2019s executive agencies so that they may \u201cbond with a newly born, adopted, or fostered child.\u201d\u202f It is fully paid for by the State and employees who qualify will receive their entire salary during those 12 weeks<\/span><span data-contrast=\"none\">\u202f<\/span><span data-contrast=\"auto\">without charge to accruals.\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Gov. Hochul said in her State of the State on Jan. 10 that she has instructed the Office of Employee Relations (OER) to negotiate similar agreements with state unions such as PEF as part of our collective bargaining agreement.\u202f It is PEF\u2019s position that a cost-free benefit like this \u2013 which does not require any payroll deduction \u2013 can be enacted immediately via a memorandum of understanding (MOU) between the union and OER. We have communicated that to OER and told them we will sign an MOU as soon as possible.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">To be clear, this <\/span><span data-contrast=\"auto\">is\u202fa new program and is different from the statutory\u202fPaid Family Leave Law, which requires payroll deductions and does not provide full pay for family leave absences covered by the law.\u202f\u202fThe new Paid Parental Leave program\u202fapplies to\u202fparents\u202ftaking leave to care for a newborn, or newly adopted or fostered child.\u202f But <\/span><span data-contrast=\"none\">it is what PEF has always advocated for \u2013 a true, cost-free benefit for State employees that can serve as a recruitment and retention tool and makes New York a desirable employer for many individuals. \u202fPEF thanks Gov.
