{"id":6929,"date":"2025-04-02T11:30:37","date_gmt":"2025-04-02T15:30:37","guid":{"rendered":"https:\/\/communicator.pef.org\/?p=6929"},"modified":"2025-04-02T14:46:06","modified_gmt":"2025-04-02T18:46:06","slug":"contract-money-coming-in-april","status":"publish","type":"post","link":"https:\/\/communicator.pef.org\/issue\/volume-43-no-3\/contract-money-coming-in-april\/","title":{"rendered":"Contract money coming in April\u00a0"},"content":{"rendered":"<p><span data-contrast=\"auto\"><em><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-6931 alignright\" src=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2025\/04\/Apr-Image-Web.jpg\" alt=\"April Contract Benefits\" width=\"373\" height=\"429\" srcset=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2025\/04\/Apr-Image-Web.jpg 373w, https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2025\/04\/Apr-Image-Web-261x300.jpg 261w\" sizes=\"auto, (max-width: 373px) 100vw, 373px\" \/>April 3, 2025 &#8212;<\/em> It\u2019s that time of year \u2013 members will see 3% raises, performance awards, the Higher Education Differential, and location pay increases this month.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Members can look forward to the following:\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">3% salary increases <\/span><\/b><span data-contrast=\"auto\">and <\/span><b><span data-contrast=\"auto\">performance advances <\/span><\/b><span data-contrast=\"auto\">are<\/span><span data-contrast=\"auto\"> expected in the April 23 (Administration) and May 1 (Institution) checks.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Click <\/span><a href=\"https:\/\/www.osc.ny.gov\/state-agencies\/payroll-bulletins\/state-agencies\/2336-april-2025-public-employees-federation-pef-3-salary-increase\"><span data-contrast=\"none\">here<\/span><\/a><span data-contrast=\"auto\"> for the 3% raise payroll bulletin from the Office of the State Comptroller and <\/span><a href=\"https:\/\/www.osc.ny.gov\/state-agencies\/payroll-bulletins\/state-agencies\/2334-april-2025-public-employees-federation-pef-performance-advances\"><span data-contrast=\"none\">here<\/span><\/a><span data-contrast=\"auto\"> for performance advance bulletin.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Performance Awards of $1,500, $3,000 or $4,500<\/span><\/b><span data-contrast=\"auto\">\u202fin April 2025 for eligible employees based on a members\u2019 years of service to New York State,\u202f<\/span><i><span data-contrast=\"auto\">not<\/span><\/i><span data-contrast=\"auto\">\u202fyears at top of grade. Twelve to 16 years of service receives $1,500, 17 to 21 gets $3,000 and 22 or more years earns $4,500.\u202fYears of state service in other bargaining units are included.\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">For those who received a performance award in 2024 but do not meet the 12, 17 or 22 years of continuous state service eligibility criteria for 2025, under a negotiated \u201cgrandparenting\u201d provision, they will continue to receive their prior performance award as long as they meet the other eligibility criteria. Those in Salary Grade 38 positions can now receive performance awards based on their years of continuous state service criteria.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Payment is expected in the April 17 (Institution) and April 23 (Administration) checks.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">There are several payroll bulletins. <\/span><a href=\"https:\/\/www.pef.org\/pef_files\/docs\/pdf\/April-2025-Performance-Awards-Memo.pdf\"><span data-contrast=\"none\">Click here for more information.<\/span><\/a><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A\u202f<\/span><b><span data-contrast=\"auto\">$600 Higher Education Differential (HED)<\/span><\/b><span data-contrast=\"auto\">\u202fpayable to all members with an associate\u2019s or higher degree or a license issued by the State Education Department. Members who received the HED in 2024 should receive it again in 2025, unless, for example, your relied upon license is no longer valid. If you earned a degree or obtained a license in the last year, contact your HR department to submit proof of eligibility for the HED.\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Effective dates for the HED are March 27, 2025, to March 25, 2026 (Administration) and April 3, 2025, to April 1, 2026 (Institution); with corresponding check dates <\/span><i><span data-contrast=\"auto\">beginning<\/span><\/i><span data-contrast=\"auto\"> April 23 (Administration) and May 1 (Institution). Delays in agencies getting information to the Office of the State Comptroller can result in later payments, but effective dates remain the same and no money will be lost.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Location Pay<\/span><\/b><span data-contrast=\"auto\">\u202fwill be increased this month as well.\u202f The Downstate adjustment will be increased from $3,400 to $4,000 per year and the Mid-Hudson adjustment will be increased from $1,650 to $2,000 per year.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Effective dates for location pay will be March 27 (Administration) and April 3 (Institution);
