\"2025October 29, 2025 —<\/em> The 47<\/span>th<\/span>\u00a0annual PEF Convention kicked off October 20 on the 1932 ice rink at the Olympic Center in Lake Placid, bringing together\u00a0nearly 700\u00a0delegates from various agencies\u00a0all across\u00a0the state to consider a constitutional amendment, legislative agendas, and 38 different resolutions.<\/span>\u00a0<\/span><\/p>\n

\u201cIt\u2019s my honor and privilege to stand before you, the heart, the voice, and the driving force of our union,\u201d said Convention Chair and Vice President Darlene Williams. \u201cThis year\u2019s theme is Stronger Roots, Bolder Future \u2013 where we are going depends on where we come from. PEF was founded in 1979 and built by people who refused to settle for less, believed the voices of the public employee mattered, and paved the way with passion,\u00a0courage\u00a0and persistence.<\/span>\u00a0<\/span><\/p>\n

\u201cI hope the delegates in this room have that passion, have that courage, and have the persistence to stand up for what is right,\u201d she said. \u201cThey faced tough fights, long nights, and sometimes impossible odds and yet they stood their ground and because of that, we stand here today.\u201d<\/span>\u00a0<\/span><\/p>\n

VP Williams said in a divided world, it is more important than ever to stand together.<\/span>\u00a0<\/span><\/p>\n

\u201cWhen it comes to standing up for safe workplaces and fair wages, we don\u2019t wear red or blue, we\u00a0wear PEF,\u201d she said. \u201cLet\u2019s\u00a0celebrate how far\u00a0we\u2019ve\u00a0come and recommit ourselves to shaping the path ahead. This is our moment.\u201d<\/span>\u00a0<\/span><\/p>\n

A stable fiscal position<\/span><\/b>\u00a0<\/span><\/p>\n

PEF is in \u201cthe best financial position in the history of the union,\u201d reported Secretary-Treasurer Joe Donahue to the delegates. \u201cI am proud of all the\u00a0hard work\u00a0that we have\u00a0put in to make this union larger, stronger, as well as more relevant. We have\u00a0led\u00a0by\u00a0example\u00a0and other\u00a0unions look\u00a0to us. I can report to you PEF is in\u00a0very good\u00a0financial shape, and\u00a0I intend to keep it there.\u201d<\/span>\u00a0<\/span><\/p>\n

PEF received an unmodified opinion\u00a0it\u00a0its audit by\u00a0the Bonadio Group, the best opinion that can be given.\u00a0<\/span>(The full audit was published in the\u00a0<\/span>September 2025 Communicator<\/span><\/a>, page 36.)<\/span>\u00a0<\/span><\/p>\n

\u201cCurrent assets of the union stand at over $32.2 million, an increase\u00a0in\u00a0almost $3.7 million from the prior year,\u201d Donahue said. \u201cThis increase is due to the change in net assets from operations of $1.31 million as well as investment gains of $659,000.\u201d<\/span>\u00a0<\/span><\/p>\n

Current liabilities increased approximately $750,000, mainly due to the timing of invoices after year-end.\u00a0Total liabilities increased by approximately $2.15 million due to significant increases in post-retirement liability, higher than\u00a0anticipated\u00a0medical claims in 2024, and an increase in the active number of participants in PEF\u2019s medical plan.<\/span>\u00a0<\/span><\/p>\n

Membership is up, Donahue reported,\u00a0with dues revenue exceeding\u00a0$44\u00a0million, coming in at approximately $44.4 million for fiscal year\u00a02024-25, an increase of approximately $3.6 million.<\/span>\u00a0<\/span><\/p>\n

\u201cThis significant increase is due to membership going from 51,673 at the end of 2024 to 54,277 at the end of 2025, an increase of 2,604 members throughout the year as well as the 3% contract raise in April 2024,\u201d the Secretary-Treasurer said. \u201cTotal revenue grew by\u00a0approximately $4.08 million\u00a0to $47.7 million while total expenditures increased by\u00a0approximately $3.68 million\u00a0to $45.9 million, a change in net assets from operations of a positive $1.31 million.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cOf course,\u00a0our costs are increasing, but so are our efforts to recruit and retain members,\u201d he said. \u201cDue to these uncertain times at the federal level, we need to be prepared for anything that negatively\u00a0impacts\u00a0our membership. Just like when the Janus decision was handed down, we need to plan for the worst yet hope for the best.\u201d<\/span>\u00a0<\/span><\/p>\n

PEF\u2019s three trustees,\u00a0Muriel Hardy-Lee, Kelly Nadeau, and Radhakrishna Mohan,\u00a0also\u00a0presented their report to delegates, noting that PEF is \u201cfinancially stable and secure\u201d and there were no findings of fraud, waste, or abuse in audits of officers, Regions, or Divisions.<\/span>\u00a0<\/span><\/p>\n

Legislative agendas<\/span><\/b>\u00a0<\/span><\/p>\n

PEF Vice President and Statewide Political Action Committee Chair Randi DiAntonio presented the state and federal legislative agendas and chaired the debate and adoption of both.<\/span>\u00a0<\/span><\/p>\n

\u201cRight now, federal funding is under\u00a0siege,\u00a0and the consequences are already hitting home for the New York\u00a0State workforce,\u201d DiAntonio said. \u201cWe depend on those federal dollars. Over one-third of our state\u2019s budget,\u00a0$93 billion, is tied to federal sources. When Washington cuts, New York\u00a0feels it\u00a0deeply. This is an all-hands-on-deck moment. Every day, every bill passed or blocked, every budget shift \u2013 it affects our ability to serve, to live in this state, to support our families.\u201d<\/span>\u00a0<\/span><\/p>\n

The approved Federal and State Legislative Agendas will be added to the\u00a0<\/span>PEF website<\/span><\/a>\u00a0as soon as the amendments approved by Convention delegates are\u00a0incorporated.<\/span>\u00a0<\/span><\/p>\n

Convention charity fundraiser breaks record<\/span><\/b>\u00a0<\/span><\/p>\n

Every year, the host Region selects a local charity and organizes a fundraiser. This year, delegates shattered expectations and donated $12,117.69 to\u00a0Region\u00a07\u2019s\u00a0chosen\u00a0charity,\u00a0<\/span>the Gouverneur Breast and Ovarian Cancer Fund<\/span><\/a>.<\/span>\u00a0<\/span><\/p>\n

\u201cI am beyond speechless,\u201d said Region 7 Coordinator Barbara Stransky. \u201cThis is a record for\u00a0a PEF Convention.\u201d<\/span>\u00a0<\/span><\/p>\n

Every penny donated\u00a0to the Gouverneur Breast and Ovarian Cancer Fund\u00a0goes to help someone who is facing the long road from diagnosis to recovery\u00a0in St. Lawrence, Jefferson, Lewis, and Franklin counties. All\u00a0donations\u00a0provide direct financial support to someone who needs help during this challenging time.<\/span>\u00a0<\/span><\/p>\n

\u201cThis is by far the largest the Convention has ever raised,\u201d said President Spence. \u201cThank you for blowing it out of the water in terms of what\u00a0was\u00a0raised.\u201d<\/span>\u00a0<\/span><\/p>\n

Constitutional amendment and resolutions<\/span><\/b>\u00a0<\/span><\/p>\n

Delegates voted to amend the PEF Constitution to\u00a0deem\u00a0the New York State Office of Information Technology Services as a separate Department for the purpose of representation under Article VII, which governs the Executive Board. The change \u201ccalls out\u00a0the agency and helps create an identity,\u201d proponents said.\u00a0<\/span>\u00a0<\/span><\/p>\n

Of the 38 resolutions presented to Convention delegates, 12 made it to the floor for debate and consideration by the body. Prior to the start of\u00a0plenary sessions, delegates met\u00a0to discuss\u00a0the\u00a0resolutions, recommend action, and prioritize\u00a0the\u00a0order\u00a0in which they were considered.<\/span>\u00a0<\/span><\/p>\n

Adopted as printed or as amended included:\u00a0<\/span>\u00a0<\/span><\/p>\n

Resolution 5:\u00a0<\/span><\/b>On\u00a0establishing\u00a0a comprehensive council leader training and certification program;<\/span>\u00a0<\/span><\/p>\n

Resolution 7:\u00a0<\/span><\/b>On fighting back against federal budget cuts;<\/span>\u00a0<\/span><\/p>\n

Resolution 8:\u00a0<\/span><\/b>On<\/span>\u00a0<\/span><\/b>fixing Tier 6 and improving retirement equity;<\/span>\u00a0<\/span><\/p>\n

Resolution 9:\u00a0<\/span><\/b>On addressing workplace violence;<\/span>\u00a0<\/span><\/p>\n

Resolution 13:\u00a0<\/span><\/b>On<\/span>\u00a0e<\/span><\/b>ncouraging and promoting management participation in labor\/management;<\/span>\u00a0<\/span><\/p>\n

Resolution 20:\u00a0<\/span><\/b>Dealing with<\/span>\u00a0<\/span><\/b>addressing extra vacation pay disparity;<\/span>\u00a0<\/span><\/p>\n

Resolution 26<\/span><\/b>: On reimagining the PS&T evaluation and examination system for talent acquisition and retention;\u00a0<\/span>\u00a0<\/span><\/p>\n

Resolution 27:\u00a0<\/span><\/b>On amending\u00a0the Leave Donation Program\/Exchange Program.\u00a0<\/span>\u00a0<\/span><\/p>\n

Resolution 33,\u00a0<\/span><\/b>on\u00a0accurate\u00a0and explicit financial reporting, was tabled, as this information is already provided\u00a0to the Executive Board quarterly.\u00a0<\/span>Resolution 15<\/span><\/b>, which called for creation of a statewide director of health care services\u00a0on the PEF staff, was heavily debated and\u00a0delegates\u00a0voted to recommend the President form a committee to discuss the proposal.\u00a0<\/span>Resolution 1<\/span><\/b>, which dealt with fighting racism at the Department of Labor,\u00a0was\u00a0referred\u00a0to the agency\u2019s labor\/management committee.\u00a0<\/span>Resolution 31,\u00a0<\/span><\/b>asking for full mileage reimbursement for Convention delegates\u00a0who\u00a0don\u2019t\u00a0carpool,\u00a0failed.<\/span><\/p>\n
