Developed in coordination with\u00a0PEF\u2019s\u00a0Regional and Statewide Political Action Committees, the agendas delineate the issues PEF will advocate for and against\u00a0in the coming year, both in Albany and in Washington.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PEF Vice President and Statewide Political Action Committee Chair Randi DiAntonio chaired the debate\u00a0on Oct. 21 in Lake Placid.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cAs you have heard many times from other speakers before me, but it is worth repeating\u2014because it is important\u2014federal funding is under siege,\u201d she said.\u00a0\u201cAnd the consequences for that are already hitting home for New York State\u2019s workforce.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">One-third of\u00a0the State\u2019s\u00a0budget\u00a0\u2014\u00a0which is about\u00a0$93 billion\u00a0\u2014\u00a0is\u00a0tied to federal\u00a0funding. In addition to cuts by the\u00a0Trump Administration earlier in the year, which threaten many of New York\u2019s public services and jobs, the\u00a0ongoing\u00a0federal government shutdown has frozen much of the funding to the state and the services they fund.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">At last year\u2019s PEF Convention, the union held honest discussions about the theoretical issues faced if the Project 2025 playbook were to be implemented. Now, said Vice President DiAntonio, those challenges are being implemented in real time.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cAcross federal agencies, more than 300,000 workers have already lost their jobs,\u201d she said. \u201cAnd 1 in 14 federal employees lost their collective bargaining rights.\u00a0The goal is\u00a0very clear: weaken unions, shrink public service, to silence voices of working people.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">DiAntonio\u00a0reminded delegates that this strategy has been deployed before against public service workers. The tactic, she said, is to devalue the work done by public servants\u00a0only to\u00a0then lean on nepotism, political appointees,\u00a0and privatization.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe have heard people refer to the federal workforce as bloat, fraud,\u00a0waste and abuse,\u201d she said.\u00a0\u201cPeople say that about us too. That\u00a0we\u2019re\u00a0a burden on taxpayers. Think about how hard you work just to be characterized that way.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">DiAntonio urged\u00a0delegates that despite the political machine moving against unions, the reason for unions to fight is not about politics, but principles: good contracts, collective bargaining, due process, healthcare, wages, security, and dignity in the workplace.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cOur strength lies in our union; in our values; in our strategy,\u201d she said. \u201cWhen we are united, we are powerful. When we are divided,\u00a0we are paralyzed.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">With unity of purpose and by forming coalitions with other unions,\u00a0PEF\u00a0has\u00a0delivered\u00a0legislation that\u00a0reforms\u00a0Tier 6\u00a0of the State pension plan, regulates AI transparency, and recognizes mental healthcare coverage under workers\u2019 compensation.\u00a0Additionally,\u00a0PEF played a key part on the HALT (Humane Alternatives to Long-Term\u00a0Solitary\u00a0Confinement) Committee, which recommended changes to the law that\u00a0governs\u00a0the use of solitary confinement in\u00a0correctional facilities.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cA lot of people tell me, \u2018I\u2019m not political.\u2019\u00a0If\u00a0you are a government employee, you are political,\u201d said DiAntonio, echoing a sentiment she shared with delegates at\u00a0the 2018 Convention in\u00a0Lake Placid. \u201cBecause we need to\u00a0maintain\u00a0and grow our funding\u00a0so that\u00a0we can keep delivering services and keep our jobs. This is an all-hands-on-deck moment.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">DiAntonio urged delegates to think of political action as\u00a0part of their\u00a0job.\u00a0Writing letters, attending rallies, and going to meetings or visiting legislators are part of what it means to be a unionist and a public servant.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cI encourage you all to join your region\u2019s Political Action Committee. We need activists in every legislative district\u2014regardless of your party\u00a0affiliation\u2014because it gives members a collective voice in decisions that affect their jobs, benefits and working conditions,\u201d she said.\u00a0(Interested members need only contact\u00a0their\u00a0<\/span><a href=\"https:\/\/www.pef.org\/regions\/\"><span data-contrast=\"none\">Regional Coordinator<\/span><\/a><span data-contrast=\"auto\">\u00a0to get started.)<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Following the vice president\u2019s speech, the delegates voted to add language to both the state and federal legislative agendas to include PEF\u2019s advocacy for \u201cmaking\u00a0childcare\u00a0for all more affordable, accessible and higher quality through increased funding, workforce development and expanded subsidies.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The delegates also added language to the state agenda that included support for legislation that pays full salary and medical payments for employment-related heart disease injuries for parole offices, senior parole officers, parole revocation specialists, preliminary hearing\u00a0officers\u00a0and administrative law judges.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Both the\u00a0amended\u00a0federal and state legislative agendas for 2026 were approved by the delegates.\u00a0(They will be\u00a0posted\u00a0on the\u00a0<\/span><a href=\"https:\/\/www.pef.org\/departments\/political-action\/\"><span data-contrast=\"none\">PEF website<\/span><\/a><span data-contrast=\"auto\">\u00a0when all the final edits are\u00a0made.)<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">COPE contributions are up<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Contributions to the\u00a0Committee\u00a0on Political Education (COPE), a crucial\u00a0component\u00a0of PEF\u2019s advocacy\u00a0on the\u00a0federal\u00a0level,\u00a0were\u00a0up\u00a0again\u00a0this year.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWhy do we care about federal dollars?\u201d\u00a0said COPE Coordinator Don Morgenstern. \u201cWe care because more than one-third of the state\u2019s\u00a0$254 billion\u00a0budget comes from federal funds.\u00a0Medicaid funds services at OMH, OPWDD, DOH, OASAS, SUNY hospitals, Roswell Park. DOL is over 90% federally funded. We\u00a0can\u2019t\u00a0use dues money to lobby federal politicians \u2013 this is why we have COPE.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Morgenstern reported COPE contributions are\u00a0up\u00a010% for the third year in a\u00a0row,\u00a0and the number of contributors is up 7%.\u00a0PEF Division 407,\u00a0Metro NY DDSO,\u00a0continues to be the\u00a0division with the highest number of members contributing at 60%.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Members can\u00a0fill out and\u00a0submit\u00a0an electronic COPE application on the\u00a0<\/span><a href=\"https:\/\/www.pef.org\/departments\/political-action\/cope\/\"><span data-contrast=\"none\">website<\/span><\/a><span data-contrast=\"auto\">\u00a0or the\u00a0<\/span><a href=\"https:\/\/www.pef.org\/app\"><span data-contrast=\"none\">PEF\u00a0app.<\/span><\/a><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>October 29, 2025 &#8212; One of the most important duties carried out annually at\u00a0PEF\u00a0Convention is the debate and approval of the union\u2019s State and Federal Legislative Agendas.
