\"NYSMay 21, 2026 —<\/em> Exposure\u00a0incidents\u00a0at\u00a0New York\u00a0State\u00a0correctional facilities\u00a0are on the rise. PEF has\u00a0documented cases\u00a0at\u00a0Attica, Clinton, Mohawk, Upstate, Wyoming, and several others. Just last month,\u00a0<\/span>a parolee in Queens blew powdered narcotics into his parole officer\u2019s face.<\/span><\/a>\u00a0<\/span><\/p>\n

That’s\u00a0why PEF invited three\u00a0deputy chief investigators\u00a0from the DOCCS Office of Special Investigations\u00a0(OSI)\u00a0to\u00a0participate\u00a0in a workshop\u00a0at the Health and Safety Conference on May 12 in Albany.<\/span>\u00a0<\/span><\/p>\n

Charolette Lamora, Joe Cavalcante and Sally Flores spoke to PEF members about their efforts to prevent contraband from being smuggled into or distributed inside facilities. The investigators admitted that smuggling strategies are always evolving.<\/span>\u00a0<\/span><\/p>\n

\u201cObviously we know in the Department of Corrections there\u2019s drugs, and it\u2019s not just in the facility, it could also be in the streets,\u201d\u00a0said\u00a0Lamora. \u201cIf\u00a0you\u2019re\u00a0seeing ways of smuggling\u00a0or\u00a0if\u00a0we\u2019re\u00a0missing the mark on something that your people are reporting to you, we need to know. Our units\u00a0rely heavily\u00a0on the boots on the ground and people in the facilities passing us that information.\u201d<\/span>\u00a0<\/span><\/p>\n

One\u00a0of the most common ways drugs\u00a0get\u00a0into facilities is through legal mail or through soaking paper in substances. The investigators\u00a0also\u00a0showed examples of drugs hidden in\u00a0everyday items like snack boxes, bags of chips, and a pair of headphones.\u00a0Other recent\u00a0smuggling techniques\u00a0include\u00a0throwing contraband over fences or walls and even\u00a0using\u00a0<\/span>drones<\/span><\/a>\u00a0to\u00a0fly over perimeters and drop\u00a0packages.<\/span>\u00a0<\/span><\/p>\n

DOCCS has used full-body x-ray scanners,\u00a03D imaging technology called\u00a0MailSecur, and\u00a0air\u00a0filtration systems to help\u00a0mitigate the risk of exposures, but unknown substances still manage to make it in.<\/span>\u00a0<\/span><\/p>\n

K9 units can help<\/span><\/b>\u00a0<\/span><\/p>\n

Deputy Chief Investigator Sally\u00a0Flores works specifically with the K9 unit.\u00a0She said that there has been a push for more drug-sniffing dogs\u00a0inside the walls.\u00a0It’s\u00a0a push welcomed by PEF President Wayne Spence, who sent a letter in April to DOCCS Commissioner Daniel Martuscello urging more canine deployment to help address the exposure problem.<\/span>\u00a0<\/span><\/p>\n

\u201cWe currently have 33 K9 teams, 31 drug dogs and 2 E-Dogs,\u201d said Flores. \u201cWe have other states that are trying to mimic our canine program because our canine handlers are not just canine handlers.\u00a0They\u2019re\u00a0also investigators, so they take their own cases on recovery and\u00a0they\u2019re\u00a0working that case to see how it came in.\u201d<\/span>\u00a0<\/span><\/p>\n

Currently, the drug dogs are imprinted on six drugs that\u00a0are common\u00a0in\u00a0correctional facilities: Buprenorphine, Marijuana, Heroin, Cocaine, Methamphetamines and Synthetic Cannabinoids.<\/span>\u00a0<\/span><\/p>\n

Last year, the K9 unit made 219 arrests and seized about 50\u00a0pounds\u00a0of marijuana\u00a0across the State,\u00a0nearly\u00a0eight\u00a0pounds\u00a0of synthetic cannabinoids, and hundreds of other\u00a0illegal\u00a0items,\u00a0including\u00a0heroin, cocaine, and weapons.<\/span>\u00a0<\/span><\/p>\n

E-Dogs, Flores said, are specially trained to search for anything that has a memory card, like cell phones. Memory cards have a specific powder compound that prevents them from overheating, which e-dogs are trained to find.<\/span>\u00a0<\/span><\/p>\n

In addition to prevention and seizure, OSI handles investigations. The Criminal Investigations Division investigates drug distribution, possession, and other criminal activities. They also work with other agencies and federal law enforcement to\u00a0assist\u00a0with\u00a0prosecutions\u00a0when\u00a0necessary.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cWe develop intelligence on how the drugs are coming in and try to find the source inside and also the source outside,\u201d said Lamora. \u201cWe respond to and investigate suspected exposures.\u00a0One\u00a0of the things\u00a0we\u2019re\u00a0combating is when someone is exposed but there is no substance found, so we\u00a0try to find out what you touched and interview witnesses and staff.\u201d<\/span>\u00a0<\/span><\/p>\n

Toxicology reports, said Lamora, are\u00a0very\u00a0important\u00a0when dealing with\u00a0exposure\u00a0to substances. Lamora and her team recommend requesting a full toxicology assessment following any incident.<\/span>\u00a0<\/span><\/p>\n

An ounce of prevention<\/span><\/b>\u00a0<\/span><\/p>\n

The workshop also\u00a0explored\u00a0preventative measures as well as\u00a0responses\u00a0in the immediate aftermath of\u00a0potential\u00a0exposure.<\/span>\u00a0<\/span><\/p>\n

The OSI team said that all\u00a0correctional facilities\u00a0should have personal protective equipment\u00a0(PPE), including N95, N100 and P100 respirator masks, nitrile gloves, eye\u00a0protection\u00a0and disposable coveralls.\u00a0They\u00a0should be available in all sizes and used during potential exposure events.\u00a0Additionally, Fentanyl Response Kits\u00a0are\u00a0stored\u00a0in\u00a0mailrooms, package rooms, drug testing rooms, housing\u00a0units, the\u00a0Watch Commander\u2019s\u00a0office, and anywhere else a facility\u00a0deems\u00a0appropriate.\u00a0If there are any issues with these items,\u00a0PEF members should report them\u00a0immediately\u00a0to management.<\/span>\u00a0<\/span><\/p>\n

In the event\u00a0of\u00a0an incident, on-the-ground teams, which\u00a0may include OSI staff,\u00a0will perform \u201crisk assessments\u201d to figure out how best to keep people safe.\u00a0Level 1 incidents\u00a0are the lowest,\u00a0where medical\u00a0emergencies\u00a0may\u00a0occur\u00a0but with no known drug presence.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cThat is the\u00a0most common\u00a0(incident)\u00a0that we\u2019re investigating,\u201d said Lamora. \u201cThe protocol is to minimize contact with unknown materials, avoid contact with face, eyes,\u00a0nose and\u00a0mouth, and\u00a0maintain situational awareness for escalated signs like visual powder or unknown odors.\u201d<\/span>\u00a0<\/span><\/p>\n

At\u00a0Level 2, there is awareness of an unknown powder, suspected fentanyl or other residue\u00a0or paraphernalia in proximity to the emergency.<\/span>\u00a0<\/span><\/p>\n

\u201cThe PPE requirements here are the respirator, full disposable coveralls, nitrile gloves, eye protections and goggles,\u201d said Lamora. \u201cWe isolate the area, restrict access, keep response to staff at a minimum, notify emergency medical and environmental response teams,\u00a0and follow full decontamination and report procedures.\u201d<\/span>\u00a0<\/span><\/p>\n

At\u00a0the end of the workshop, the team\u00a0introduced\u00a0Matthew Altman, an Associate Industrial Hygienist with DOCCS, to reiterate the importance of ensuring PPE is available. He said that facilities should have the same training and controls in place and have\u00a0assistance\u00a0from PESH whenever there is a potential exposure.<\/span>\u00a0<\/span><\/p>\n

\u201cHazard assessments are part of what we do at DOCCS following an incident. This is an OSHA\u00a0(Occupational Safety and Health Administration)\u00a0requirement that follows down into PESH\u00a0(NYS Public Employee Safety and Health).\u00a0We have to know and identify where our hazards are,\u201d said Altman.\u00a0\u201cIt also documents what PPE is available in each area. Anywhere we have a response kit, we have a hazard assessment.\u201d<\/span>\u00a0<\/span><\/p>\n

The workshop closed with a brief question and answer period, where members sought clarification on\u00a0how best to protect themselves during\u00a0an exposure.<\/span>\u00a0<\/span><\/p>\n
