June 12, 2026 —<\/em> The PEF Executive Board\u00a0met on\u00a0June 4 and 5 in Albany, kicking off the quarterly meeting with a presentation on\u00a0reforms to\u00a0the pension\u00a0plan, a Q&A with Civil Service Commissioner Timothy Hogues, and updates on COPE and member engagement.\u00a0<\/span>\u00a0<\/span><\/p>\n

On day one, members marched during their lunch hour\u00a0from the Albany Hilton up to West Capitol Park where about 600 members rallied for a fair contract.\u00a0Day two\u00a0brought word of a conceptual agreement between the union and the State Office of Employee Relations on\u00a0a five-year\u00a0contract\u00a0with across-the-board wage increases,\u00a0major\u00a0dental gains, and other economic wins.<\/span>\u00a0<\/span><\/p>\n

\"Fix<\/p>\n

Tier 6 reforms<\/span><\/b>\u00a0<\/span><\/p>\n

Conversations\u00a0continue to swirl around the differing benefits secured in the Tier 6 plan, with frustration and misconceptions boiling over.<\/span>\u00a0<\/span><\/p>\n

\u201cGiven the overall cost to repair these\u00a0plans,\u00a0no one ever said fixing Tiers 5 and 6 would happen overnight<\/span>,<\/span>\u201d<\/span>\u00a0said Legislative Director Patrick Lyons. \u201cWe got something\u00a0done.\u201d<\/span>\u00a0<\/span><\/p>\n

Careful consideration went into where to focus\u00a0lobbying\u00a0efforts this year, with\u00a0more\u00a0money in members\u2019\u00a0pockets\u00a0the top priority.\u00a0That’s\u00a0why PEF fought for a reduction in employee pension contributions rather than retirement at age 58\u00a0following 30 years of service, which is what some teachers received.<\/span>\u00a0<\/span>While teachers tend to start service in their early 20s, the average age of entry into service for a state employee is 36 years old.\u00a0<\/span>With Tier 6 only created in 2012, members will need to work until 2042 to reach 30 years of service, leaving PEF 16 more years to work toward a change in the minimum retirement age. In the meantime, reducing contributions for employees in Tier\u00a06\u00a0increases\u00a0everyone\u2019s take-home pay.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cNew York is the only state in the nation that is improving pension benefits for public employees\u00a0—\u00a0<\/span>in\u00a0Alaska,\u00a0they are fighting to get their defined pension benefit plan back after it was eliminated<\/span>,\u201d Lyons\u00a0told the\u00a0board.\u00a0\u201cPEF has consistently said that Tier 6 reform would\u00a0require\u00a0a long-term strategy given the cost and the desire to not\u00a0<\/span>dramatically increase employer costs that might lead to the creation of\u00a0<\/span>a Tier 7.\u00a0While not everything we wanted, with the overtime changes and the band and contribution reductions, PEF successfully increased the benefits and decreased members\u2019 costs to\u00a0participate\u00a0in a guaranteed, defined-benefit pension plan.\u201d<\/span>\u00a0<\/span><\/p>\n

These latest reforms follow significant improvements PEF already achieved,\u00a0including the shift from 10 years vesting to 5 years\u00a0in 2022, and the\u00a0change\u00a0in\u00a0the\u00a0Final Average Salary calculation\u00a0from\u00a05 years to 3\u00a0in 2024.<\/span>\u00a0<\/span><\/p>\n

In the years ahead, Lyons told the board PEF will\u00a0continue\u00a0to push for a 55-30\u00a0retirement\u00a0option, a flat reduction in employee contributions to 3% regardless of salary, an\u00a0improved pension factor, and reduced early retirement penalties.\u00a0Lyons thanked the board and the members they represent\u00a0for their advocacy. The\u00a0March\u00a0rally\u00a0at MVP Arena in\u00a0Albany that attracted 15,000 union members from across the State\u00a0and the thousands of letters members wrote demanding legislators \u201cFix Tier 6\u201d\u00a0really made a difference, he said.<\/span>\u00a0<\/span><\/p>\n

Civil service discussion<\/span><\/b>\u00a0<\/span><\/p>\n

Department of Civil Service Commissioner Hogues took the podium to give the board an update on the status of the\u00a0statewide\u00a0compensation study, outlining the timeline from request for proposals in 2024, to now.<\/span>\u00a0<\/span><\/p>\n

In addition to questions on the release of the compensation study, the board inquired when lists would be available following computer-based testing models, the rationale for the continued reliance on the New York Hiring for Emergency Limited Placement (NY\u00a0HELPS) program, how increased use and scoring of training and experience exams (T&Es) would work, and more.<\/span>\u00a0<\/span><\/p>\n

Hogues closed his discussion\u00a0by asking\u00a0that members inform him\u00a0about\u00a0any issues with promotional exams or positions\u00a0impacted\u00a0by HELPS hiring and\u00a0indicated\u00a0\u201cas soon as\u00a0[the compensation study]\u00a0is complete we will put it out there and we will push it. I have told my team and my executive staff that this is one of our top\u00a0priorities.\u201d<\/span>\u00a0<\/span><\/p>\n

Financial reports<\/span><\/b>\u00a0<\/span><\/p>\n

Secretary-Treasurer Joe Donahue\u00a0reported\u00a0net income of $1.8 million and total\u00a0dues income to date of $47,687,532, with 55,809 dues-paying members as of March 31, 2026.<\/span>\u00a0<\/span><\/p>\n

He presented for approval a budget amendment to increase the staff benefits expense line by $2.3 million, due to a large actuarial adjustment to post-retirement liabilities, and the state EOL expense line by $100,228, due to increased EOL use throughout the year.<\/span>\u00a0<\/span><\/p>\n

Amendments were made to the membership\u00a0dues\u00a0income, legislative expenses, divisional fund balance, and advertising budget lines to offset the changes, resulting in a zero net change to the overall budget.<\/span>\u00a0<\/span><\/p>\n

Donahue also announced he will be retiring.\u00a0 <\/span><\/p>\n

\"COPE\"<\/p>\n

Other business<\/span><\/b>\u00a0<\/span><\/p>\n

The Executive\u00a0Board\u00a0also\u00a0voted to hold the 2027 and 2028 Conventions in Albany, citing significant\u00a0financial discounts offered by the city\u00a0and\u00a0the\u00a0large\u00a0number\u00a0of delegates from the Capital Region, which will save PEF\u00a0substantially\u00a0when it comes\u00a0to\u00a0lodging\u00a0and travel.\u00a0<\/span>\u00a0<\/span><\/p>\n

COPE Coordinator Don Morgenstern reported steady growth in contributions to COPE.<\/span>\u00a0<\/span><\/p>\n

\u201cOur COPE obligation to SEIU for 2026 is $163,740, an increase from our 2025 obligation of $157,092,\u201d he told the board. \u201cMy conservative estimate for 2026 is that\u00a0based\u00a0upon our income to date, we should be taking in approximately $380,000\u00a0in COPE contributions, of which SEIU\u2019s share would be $190,000, well above our goal.\u201d<\/span>\u00a0<\/span><\/p>\n

As of May 1, 2026, member contributions rose 44.6% and retirees rose 14.2%. The number of members contributing increased from 2,045 in 2025, to\u00a02,530 in 2026;\u00a0the number of retirees contributing to COPE\u00a0increased\u00a0from 990 in 2025, to 1,041 in 2026.<\/span>\u00a0<\/span><\/p>\n

On the member engagement front,\u00a0PEF\u00a0Director of Organizing Scott Harms reported\u00a0a\u00a0steady\u00a0rise\u00a0in membership\u00a0as a result of\u00a0increased\u00a0hiring by the state.\u00a0As of\u00a0May 28, there\u00a0are\u00a056,701\u00a0active, dues-paying members of the union.\u00a0He\u00a0noted cyclical trends for nonmembers, depending on temporary\u00a0or seasonal hires.<\/span>\u00a0<\/span><\/p>\n

Harms said the department is focusing\u00a0its organizing efforts on divisions with the highest non-member counts and\u00a0added that opt\u00a0outs\u00a0remain\u00a0low despite fierce lobbying efforts by anti-union organizations.\u00a0Since February 2024, an average of only\u00a0eight\u00a0members per month\u00a0have\u00a0opted out of PEF membership.<\/span>\u00a0<\/span><\/p>\n

Harms said Organizing actively tries to save every member who\u00a0inquires\u00a0about opting out by informing them about the value of\u00a0membership\u00a0\u2013 from legal representation to\u00a0voting on the contract\u00a0to insurance,\u00a0retail\u00a0and entertainment\u00a0discounts.<\/span>\u00a0<\/span><\/p>\n
