{"id":9099,"date":"2026-06-10T08:00:42","date_gmt":"2026-06-10T12:00:42","guid":{"rendered":"https:\/\/communicator.pef.org\/?p=9099"},"modified":"2026-06-11T13:51:23","modified_gmt":"2026-06-11T17:51:23","slug":"board-questions-civil-service-commissioner-about-statewide-compensation-study","status":"publish","type":"post","link":"https:\/\/communicator.pef.org\/issue\/volume-44-no-5\/board-questions-civil-service-commissioner-about-statewide-compensation-study\/","title":{"rendered":"Board questions Civil Service commissioner about statewide compensation study\u00a0"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-9135 alignnone\" src=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Hogues.jpg\" alt=\"Civil Service Commissioner Timothy Hogues\" width=\"1200\" height=\"400\" srcset=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Hogues.jpg 1200w, https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Hogues-300x100.jpg 300w, https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Hogues-1024x341.jpg 1024w, https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Hogues-768x256.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<p><span data-contrast=\"auto\"><em>June 12, 2026 &#8212;<\/em> In May 2024, the NYS Department of Civil Service issued a Request for Proposals to secure the services of a vendor to review the state\u2019s total compensation structure, including benefits, and compare it with similar employers and recommend strategies to make it more competitive.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Civil Service Commissioner Timothy Hogues attended the PEF Executive Board meeting on June 4, 2026, to answer questions about the state of the study and other issues pertaining to his department.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">He said Deloitte was selected as the study vendor in June 2024 and a contract was finalized with them in February 2025.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cDeloitte looked at 1,000 titles,\u201d said Hogues. \u201cThat was a lot of work that had to go into that. I wanted to give you that backdrop to say that we started working on this a little over a year ago.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Hogues added something \u201cof this magnitude\u201d takes time but the state was \u201cgetting close.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">RELATED: <a href=\"https:\/\/communicator.pef.org\/issue\/volume-44-no-5\/executive-board-discusses-contract-pension-reforms-and-civil-service-issues\/\">Full coverage of the June 2026 Executive Board meeting<\/a><\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The formal engagement with Deloitte was extended by the State and is set to end this summer, but Hogues couldn\u2019t put a pin on precisely when a final report would be forthcoming.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-9103 alignleft\" src=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Pull-Quote.jpg\" alt=\"Pull quote \" width=\"338\" height=\"305\" srcset=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Pull-Quote.jpg 450w, https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/06\/Pull-Quote-300x271.jpg 300w\" sizes=\"auto, (max-width: 338px) 100vw, 338px\" \/>\u201cJust because their work is complete doesn\u2019t mean it\u2019s done,\u201d he said. \u201cAs soon as it is complete we will put it out there and we will push it. I have told my team and my executive staff that this is one of our top priorities. I have heard the voices of PEF members. <\/span><span data-contrast=\"auto\">At every event, PEF members come up to me and ask where the study is. It will be pushed out as soon as possible. I ask about this at least every week.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Executive Board members met that information with frustration, calling it a delay tactic and questioning the department\u2019s attempts to expand use of Training and Education exams (T&amp;Es) as a basis for hiring.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Hogues touted T&amp;Es as a way to break down barriers for individuals who are not good at multiple choice tests or who are fresh out of school.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe want to give opportunities to as many people as possible,\u201d he said. \u201cWe talked to subject matter experts, and this is the model they recommend. This is what we are moving forward with.\u201d\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Computer-based testing centers like the first one in Cohoes, N.Y. (PEF Region 8) will continue to open this year, with eight more planned locations that will offer self-scheduling and be open six days a week. He said computer-based test scores will come out in \u201cweeks\u201d not months.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">For computer-based<\/span> <span data-contrast=\"auto\">tests held in February and March of this year, Hogues said he believed lists \u201chave been kicked out rather quickly.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">An Executive Board member asked Hogues about the status of reallocation and salary differential requests, questioning whether the department had the authority to pause all review at this time.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cThey do,\u201d Hogues said. When asked why, he said the department\u2019s staffing doesn\u2019t support completing the in-depth work that goes into reallocation and differentials while also undertaking the compensation study.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Staffing was also cited as the reason for continued reliance on the NYHELPS program, originally intended to be hiring for \u201cemergency limited placement\u201d but that was extended for the third time, now in effect until June 2028. The program was created on the heels of the pandemic, when it was a challenge to fill vacancies, and Executive Board members questioned what the \u201cemergency\u201d was now.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cI consider it an emergency when we are not able to properly staff our agencies,\u201d Hogues answered. \u201cWe have heard it from you and others about staffing.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Members pointed out how often they hear from members about being passed over for promotions that are filled by NYHELPS appointments off the street.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe are hiring off the street and putting people into promotional titles that people have been waiting for openings,\u201d one said. \u201cTitles are being added that do not show they cannot be filled.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Hogues asked PEF to notify his office whenever that happens.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PEF\u2019s Civil Service <\/span><span data-contrast=\"auto\">Enforcement and Research Department<\/span> <span data-contrast=\"auto\">has collected <\/span><span data-contrast=\"auto\">similar <\/span><span data-contrast=\"auto\">feedback<\/span><span data-contrast=\"auto\"> from<\/span><span data-contrast=\"auto\"> a<\/span><span data-contrast=\"auto\"> survey <\/span><span data-contrast=\"auto\">about <\/span><span data-contrast=\"auto\">career mobility concerns and their experiences with the program. The <\/span><span data-contrast=\"auto\">results of the survey will be included in a report <\/span><span data-contrast=\"auto\">t<\/span><span data-contrast=\"auto\">o be published by the union <\/span><span data-contrast=\"auto\">later this summer.
