Many say that conditions have only worsened since the Feb. 2025 wildcat strike by corrections officers and the main contributors are the same as they were then &#8212; short staffing, burnout and low morale. Members also say that if untreated, these issues will further endanger both DOCCS employees and incarcerated individuals. <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A\u00a0June 12\u00a0meeting\u00a0spearheaded by PEF\u2019s Health and Safety and Training and Education\u00a0departments\u00a0sought\u00a0to find solutions to some of the major concerns highlighted over the years.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The meeting focused on several ways to combat issues in the workplace and effect change\u00a0moving\u00a0forward. Members were encouraged to\u00a0identify\u00a0their specific workplace concerns, jumpstart activity in their local health and safety committees, and practice exercising the right to refuse hazardous work, which is protected under the New York State Public Employee Safety and Health (PESH\u00a0Act.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PEF\u00a0believes\u00a0those\u00a0steps\u00a0can\u00a0help\u00a0mitigate\u00a0some\u00a0DOCCS workplace\u00a0issues; however,\u00a0PEF agrees with members who feel that the root of most safety concerns\u00a0lies\u00a0with\u00a0the HALT\u00a0Act\u00a0passed in 2022, which limits\u00a0how incarcerated individuals are disciplined.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Last year, thanks in part to PEF\u2019s advocacy against the HALT\u00a0Act, a Task Force was formed to find new recommendations for reforming the act with employee safety in mind.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">At the meeting, members watched a video released by DOCCS showing the assault of a PEF member at the Lakeview Shock Correctional Facility in Brocton, N.Y.,\u00a0earlier this year.\u00a0\u00a0The\u00a0member, an offender rehabilitation coordinator,\u00a0was violently assaulted by an incarcerated individual while\u00a0she\u00a0was\u00a0instructing\u00a0a class with the individual\u00a0and others. Officers were able to respond and subdue the\u00a0attacker, but only after the member suffered several injuries. Members say HALT\u00a0is why\u00a0assaults are on the rise.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Indeed,\u00a0data compiled by PEF from DOCCS reports\u00a0that track\u00a0violent\u00a0incidents inside facilities show incidents\u00a0increased by 45% over the past two years. Mid-State,\u00a0Marcy,\u00a0and Five Points Correctional Facilities\u00a0saw\u00a0the\u00a0greatest increase, with Mid-State nearly doubling their incident rate from 68 in 2024 to 131 in 2025.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PEF Statewide Health and Safety Co-Chair Leisa Abraham said that while these numbers are\u00a0a\u00a0troubling\u00a0trend and clearly\u00a0show HALT is not working\u00a0as intended,\u00a0it\u2019s still critical for members to document every incident\u00a0to ensure that data can be brought to conversations with DOCCS, management, and other high-level decisions makers.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe need the information so we can go back to DOCCS and legislators and the advocates so that they understand that we\u2019re trying to keep not only our staff safe, but the incarcerated individuals as well,\u201d said Abraham. \u201cWithout documentation, we cannot show where the issues are and it all becomes anecdotal.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Gabriela Franklyn is the other co-chair for the\u00a0Article 18 PEF\u00a0Health and Safety Committee. She\u00a0agreed with Abraham\u00a0that\u00a0reliable data is key.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe have to start accurately reporting in real time, immediately advocating in real time and using our resources from a union perspective,\u00a0then\u00a0escalating that\u00a0to\u00a0engage\u00a0legislators,\u201d said Franklyn. \u201cWe need to be effective communicators, expose what is going on,\u00a0and hold\u00a0people\u2014including ourselves\u2014accountable\u00a0for\u00a0addressing policies that are not appropriately addressing functions and operations in our facilities.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PEF\u00a0Legislative Director Pat Lyons said that PEF and other unions have worked hard to bring the task force recommendations to legislators,\u00a0but support from the members will make\u00a0a\u00a0big\u00a0difference.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cA lot of our roadblocks are the Governor, the Commissioner, and the culture at DOCCS, as well as other outside forces. These are things we can change if we have you and people working with you supporting us,\u201d said Lyons. \u201cI encourage you to get involved with PEF\u2019s Political Action Committee, send letters to your legislators, and encourage others to do the same.
