{"id":9210,"date":"2026-07-02T08:45:34","date_gmt":"2026-07-02T12:45:34","guid":{"rendered":"https:\/\/communicator.pef.org\/?p=9210"},"modified":"2026-08-05T11:21:18","modified_gmt":"2026-08-05T15:21:18","slug":"telephone-town-hall-provides-information-on-tentative-contract","status":"publish","type":"post","link":"https:\/\/communicator.pef.org\/issue\/volume-44-no-5\/telephone-town-hall-provides-information-on-tentative-contract\/","title":{"rendered":"Telephone Town Hall provides information on tentative contract"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-9220 alignnone\" src=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/07\/TownHall-Header.jpg\" alt=\"PEF Telephone TownHall\" width=\"600\" height=\"200\" srcset=\"https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/07\/TownHall-Header.jpg 600w, https:\/\/communicator.pef.org\/wp-content\/uploads\/sites\/2\/2026\/07\/TownHall-Header-300x100.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/p>\n<p><em>July 8, 2026 &#8212;<\/em> <span data-contrast=\"auto\">PEF President Wayne Spence held a Telephone Town\u00a0Hall on June 23 to discuss the latest PEF tentative agreement with New York State\u00a0that covers most members of the union \u2013 specifically, those who are part of the Professional, Scientific, and Technical bargaining unit, or PS&amp;T.\u00a0Joining President Spence\u00a0on the call\u00a0were the union\u2019s\u00a0Chief Negotiatior\u00a0Mark Richard, PEF Vice President and Contract Chair Darlene Williams, PEF Contract Administration Director Ben Traslavi\u00f1a and PEF Executive Director\u00a0Deb Greenberg.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The call began with\u00a0a summary\u00a0of\u00a0the\u00a0<\/span><a href=\"https:\/\/www.pef.org\/pef_files\/docs\/contract\/2026-31\/Gains-Tradeoffs-2026-2031.pdf\"><span data-contrast=\"none\">gains in the\u00a0Contract<\/span><\/a><span data-contrast=\"auto\">.\u00a0The five-year deal, if ratified,\u00a0provides\u00a0PEF members with\u00a0across-the-board\u00a0salary\u00a0increases of 4.5% in the first year\u00a0(retroactive to April 2026), 4% in the second\u00a0year, 3.5% in the third\u00a0year, and 3%\u00a0in\u00a0the final two years. Additionally, the\u00a0$600 annual\u00a0Higher\u00a0Education\u00a0Differential\u2014which sunset when the last contract expired\u2014will be paid to eligible members\u00a0each year of the agreement.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Other\u00a0economic gains\u00a0include\u00a0increases\u00a0to\u00a0Geographic Adjustments (location\u00a0pay)\u00a0for\u00a0members who work\u00a0Downstate and\u00a0in\u00a0Mid-Hudson\u00a0Valley locations. Ulster County was\u00a0included for the first time in the\u00a0Mid-Hudson\u00a0Adjustment.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cI want to note that this is one of the things that we pushed for at the end that distinguishes our\u00a0Contract from\u00a0all\u00a0the\u00a0other contracts,\u201d said\u00a0Traslavi\u00f1a\u00a0on the call.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Additionally,\u00a0a\u00a0Hazard\u00a0Duty\u00a0Bonus\u00a0of $300 will be paid\u00a0to\u00a0members\u00a0who work\u00a0at\u00a0OPWDD, OMH, OCFS and DOCCS facilities\u00a0that house individuals\u00a0who are\u00a0in the care\u00a0or custody\u00a0of the state. This bonus is\u00a0in addition to hazard duty pay.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Traslavi\u00f1a\u00a0also detailed improvements to PEF\u2019s dental plan. PEF has\u00a0sought\u00a0to\u00a0self-administer a dental plan for more than a decade, ever since President Spence was first elected in 2015. For years the Governor\u2019s negotiating team wouldn\u2019t\u00a0even\u00a0consider it, but after the rally outside the State Capitol on June 4 and late-night talks between President Spence and Governor\u00a0Kathy Hochul, it was\u00a0written into the\u00a0Contract\u00a0that PEF\u00a0has the right to\u00a0establish an Employee Benefit Fund to administer dental and vision benefits, similar to what other unions like CSEA and UUP\u00a0have done for years.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe estimate that the value above what the state is currently paying for dental benefits is approximately $40 million a year,\u201d said\u00a0Traslavi\u00f1a. \u201cWe\u00a0aim\u00a0to improve dental benefits and make them on par or better than the other state union benefit funds.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Assuming the\u00a0Contract is ratified, PEF will begin\u00a0establishing\u00a0the\u00a0Benefit Fund\u00a0immediately, but it will take some time and in the interim the\u00a0Contract includes\u00a0several\u00a0improvements\u00a0to the current dental plan. These improvements are a\u00a0$1,000 increase in the maximum annual\u00a0benefit\u00a0and orthodontic benefits. Both\u00a0benefit maximums\u00a0would\u00a0be set\u00a0at $4,000 per year.\u00a0Additionally,\u00a0the benefit for\u00a0dental implants\u00a0was doubled to\u00a0$1,200,\u00a0and\u00a0two routine exams\u00a0and cleanings\u00a0per person\u00a0will be covered in network and not count against the\u00a0maximum\u00a0annual benefit.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:278}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Other gains include increases to Special Assignment Duty pay\u00a0\u2014\u00a0a benefit\u00a0that many DOT\u00a0members who work\u00a0on\u00a0highways\u00a0receive\u00a0\u2014\u00a0and\u00a0a new prenatal\u00a0leave benefit that\u00a0permits\u00a0employees seeking fertility treatment or prenatal care to use up to 20 hours of\u00a0leave\u00a0without charging accruals. Moreover,\u00a0the\u00a0new Contract will\u00a0eliminate\u00a0stacked copays\u00a0in many instances,\u00a0so\u00a0that members will no longer need to pay multiple co-pays for a single visit to the doctor.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">As with\u00a0all\u00a0contracts, gains also come with\u00a0some\u00a0tradeoffs.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The value of\u00a0sick\u00a0leave\u00a0in retirement\u00a0will\u00a0change\u00a0in the new\u00a0Contract. The current\u00a0actuarial\u00a0table used in the\u00a0previous\u00a0contract valued\u00a0sick\u00a0leave\u00a0in retirement\u00a0according\u00a0to\u00a0a life expectancy table that was created in 1999.\u00a0The state\u00a0will now use an actuarial\u00a0table from 2015, which shows increased life expectancy and thus will\u00a0slightly reduce the value of sick leave credits\u00a0when applied to health insurance premiums in retirement.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">((INSERT LINK TO MARCI VIDEO))<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cBut you\u00a0should\u00a0take into account\u00a0that your sick days are going to be more valuable by virtue of the across-the-board increases. It is pegged to your salary,\u201d said\u00a0Traslavi\u00f1a. \u201cYou are making more\u00a0money,\u00a0so\u00a0your sick days are\u00a0worth\u00a0more.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The state also\u00a0pushed to\u00a0eliminate\u00a0acupuncture and massage therapy\u00a0coverage in\u00a0NYSHIP.\u00a0PEF pushed\u00a0back,\u00a0and the agreement reduces the amount of out-of-network acupuncture visits to 15 with a $125 cap per visit.\u00a0In-network, medically necessary visits\u00a0remain\u00a0unlimited.\u00a0Massage therapy has no network and\u00a0was\u00a0reduced\u00a0to 15 annual visits with a $125 cap per visit.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Hyperinflated drugs\u00a0were also subject to negotiations. These are\u00a0drugs that\u00a0tend to increase in cost dramatically over\u00a0time\u00a0without a corresponding medical justification for the increase.\u00a0This does not include GLP-1s like Ozempic and Wegovy.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cThe state did come after GLP-1s,\u201d said President Spence\u00a0on the Town Hall. We stopped that. It is not a part of it. The state wanted to take it away and not cover it,\u00a0but\u00a0that did not happen.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The\u00a0final\u00a0list of hyperinflated drugs has not yet been\u00a0assembled\u00a0by PEF or the\u00a0State.\u00a0Members who\u00a0have prescriptions to what are determined to be\u00a0hyperinflated drugs\u00a0will\u00a0receive 45-days\u00a0notice\u00a0of any change in coverage.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cYou\u2019ll\u00a0then\u00a0have an opportunity to bring that to our attention,\u201d said\u00a0<\/span><span data-contrast=\"none\">Traslavi\u00f1a. \u201cI<\/span><span data-contrast=\"auto\">f you still need that drug for whatever medically necessary reason, my office can work with you to push back and accommodate your situation.\u00a0We will fight to ensure that you get the medical care you need.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Lastly, the\u00a0State reduced\u00a0the\u00a0reimbursement\u00a0amount paid to\u00a0out-of-network\u00a0providers.\u00a0PEF believes that in the\u00a0long-term\u00a0the move will\u00a0reduce\u00a0overall costs to\u00a0NYSHIP\u00a0and\u00a0will\u00a0motivate\u00a0out-of-network providers to come in-network to receive\u00a0more\u00a0compensation.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWe anticipate it will help reduce\u00a0premium cost\u00a0increases,\u201d said\u00a0<\/span><span data-contrast=\"none\">Traslavi\u00f1a.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Longevity\u00a0Pay,\u00a0Performance\u00a0Advances\u00a0and the Productivity Enhancement Program all\u00a0remain\u00a0the same.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Chief Negotiator\u00a0Mark\u00a0Richard\u00a0then took a moment to\u00a0praise the tactics and member-driven focus of PEF President Spence and the negotiating team. This is the fifth contract they have negotiated together.\u00a0He\u00a0made clear what a\u00a0yes vote in\u00a0favor\u00a0the contract means: Retroactive payments and more money in the pockets of members. Richard said that the team\u2019s insistence on fighting for better dental, across-the-board raises, and a guarantee from the State to release results of the Total Compensation Study conducted by the NYS Department of Civil Service\u00a0by the end of January 2027 are\u00a0big gains for the union. He also said that a no vote from the membership would restart negotiations back\u00a0at\u00a0square one.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cA no vote is a no vote. We return to the table,\u201d\u00a0said Richard. \u201cNew negotiations could be\u00a0quick,\u00a0or they could\u00a0literally go\u00a0on for years. All these things could lead to a better contract, but they could\u00a0also lead to economic changes.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Richard noted that\u00a0federal\u00a0SNAP and Medicaid payments are on the chopping block for New York State. It will be mailed to eligible voters on July 8.<\/figcaption><\/figure>\n<p><span data-contrast=\"auto\">As the\u00a0Town Hall wrapped up,\u00a0Vice President Williams and Executive Director Greenberg shared next steps.\u00a0Ballots will be mailed in a bright yellow envelope\u00a0from the American Arbitration Association (AAA) on July 8. Members\u00a0will\u00a0also receive a paper copy of the tentative agreement\u00a0as a Special Communicator Edition in the mail\u00a0around the same time as the ballots. Only PEF members who were dues-paying members as of June 17,\u00a02026,\u00a0are\u00a0eligible to vote.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Once members have marked their ballots, they need to mail it back to AAA by July 30\u00a0in the postage-paid envelope.\u00a0Ballots must be RECEIVED by AAA by 5 p.m. on July 30, so\u00a0it\u2019s\u00a0paramount that members mark their ballots and return them quickly.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">President Spence closed out the Town Hall by saying that PEF members do not accept cookie cutter contracts. He praised the Long Island\u00a0Rail Road\u00a0for getting a 4.5% raise in their contract and helping set the pattern for other unions. He recognized that breaking patterns is difficult, but that new money in dental and the promise of the compensation study results move PEF forward. He urged PEF members\u00a0to cast an informed vote.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">\u201cEducate yourselves, but most importantly vote,\u201d said President Spence. \u201cIf you vote it up, vote it up in large numbers because politicians will look and say: \u2018Hey, only 20% of PEF members voted on their contract?
