The walkthroughs were conducted in response to concerns raised during membership meetings\u00a0regarding\u00a0safety in both facilities.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">DOCCS facilities across the state are experiencing\u00a0an increase\u00a0in\u00a0exposure\u00a0incidents, harassment,\u00a0assaults\u00a0and other hazards. As part of PEF\u2019s ongoing efforts to address these issues, walkthroughs\u00a0are\u00a0a useful tool in helping address\u00a0problem areas, support members, and highlight critical issues to agency leadership and management.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">At Greene\u00a0Correctional Facility, PEF\u2019s summary report noted several troubling findings, including\u00a0an\u00a0overall lack of cleanliness. Walls, floors,\u00a0doors,\u00a0and other surfaces were marked with unknown substances\u00a0\u2013 which may\u00a0indicate\u00a0the presence of bodily fluids or chemicals.\u00a0Several bags of property belonging to incarcerated individuals, as well as trash, food and staff belongings were piled in halls. In certain areas, like the Residential Rehabilitation Unit\u00a0(RRU)\u2014a separate housing unit used for therapy and rehabilitation\u00a0programs\u00a0for individuals unable to be among the general population\u2014walkthrough participants noted a burning odor and mild haze, burned paper remnants, poor ventilation, extreme temperatures and unsanitary conditions.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">By comparison, Coxsackie Correctional Facility seemed cleaner. PEF\u00a0Region 8 Coordinator Danielle Bridger and\u00a0PEF Statewide Health and Safety Committee Co-Chair and Region 9 Coordinator Gabriela Franklyn\u00a0participated\u00a0in the tour with PEF Health and Safety staff. The summary report\u00a0noted that overall airborne toxin and smoke incidents\u00a0were\u00a0down, but incidents of chemicals being thrown on\u00a0to staff have risen\u00a0seven-fold\u00a0over the past\u00a0six\u00a0months. Additionally, staff noted that most programs and classes\u00a0seemed to be\u00a0running without issues. Corrections Officers, National\u00a0Guard\u00a0and staff members are equipped with body-worn cameras and Personal Alarm Devices.\u00a0The superintendents and managers on duty change\u00a0frequently\u00a0and communication channels between the union and facility management seem to be open and working as intended. That is not happening statewide at all DOCCS facilities. Some areas at Coxsackie\u00a0did have broken glass\u00a0in\u00a0doors and windows.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">At both facilities,\u00a0staff reported\u00a0high temperatures\u00a0in different areas, staffing shortages in each sector, including nursing, housekeeping, and among Corrections Officers. Additionally,\u00a0a lack\u00a0of security\u00a0was noted\u00a0either due to constantly rotating National Guard members or due to National Guard members not understanding their role within the facility.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Following both walkthroughs, PEF held a membership meeting with members from both facilities to talk about the findings,\u00a0solutions\u00a0and next steps.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">At the meeting, PEF President Wayne Spence asked\u00a0members\u00a0to bring forward ideas for helping to solve some of the most pressing issues, including how PEF can advocate for\u00a0teachers at DOCCS to have safer programming.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cI believe that is the question to be asked,\u201d said President Spence. \u201cCan we do this safely? I think we can\u00a0run the program, but we just\u00a0can\u2019t\u00a0run it the same way we did before there was a strike.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Several members offered solutions, including focusing on programs that support teaching the\u00a0general\u00a0population rather than those in the RRU. By switching the\u00a0focus, some members say that in addition to prioritizing the individuals who need to finish their programming\u00a0and who are trying to rehabilitate themselves, the switch would\u00a0make facilities safer by not trying to prioritize programming in situations where staffing is low.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">PEF\u00a0Statewide\u00a0Health and Safety Co-Chair and Region 3 Coordinator Leisa Abraham\u00a0was present\u00a0for\u00a0the Greene\u00a0walkthrough. She\u00a0called\u00a0it\u00a0disturbing and said that these kinds of issues are preventing members at DOCCS from doing their jobs well.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cI think the thing people forget\u2014and you could hear it today\u2014people, as hard as it\u00a0is,\u00a0they really want to do\u00a0a good job. And\u00a0a good job\u00a0to them is providing good training and education and services to the I\/Is (incarcerated individuals) under their charge,\u201d said Abraham. \u201cAnd what I found\u00a0really interesting\u00a0was in this forum\u00a0people were like,\u00a0\u2018I can\u2019t do my\u00a0job\u00a0and I really want to do it\u2019 so that people can leave. I found\u00a0that\u00a0encouraging and\u00a0really sad\u00a0because\u00a0<\/span><span data-contrast=\"none\">DOCCS\u00a0doesn&#8217;t\u00a0seem to put forth all the resources necessary to keep people safe.&#8221;\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Health and safety advocacy continues to be a priority for PEF, especially in DOCCS facilities. Following the meeting,\u00a0PEF Statewide Health and Safety Committee\u00a0Co-Chair and Region 9 Coordinator Gabriela Franklyn said that\u00a0the key is\u00a0identifying\u00a0what that advocacy looks like.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cWhether that\u00a0means\u00a0showing up at a meeting,\u00a0or\u00a0participating in political actions\u00a0or rallies,\u201d said Franklyn,\u00a0\u201cit\u00a0is key to develop and train our stewardship and\u00a0Executive\u00a0Board so that they know our policies in terms of\u00a0DOCCS,\u00a0but\u00a0also know the collective bargaining agreement so that they\u00a0can be expedient in advocating for members\u2019\u00a0needs.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">PEF plans to look into some sort of improved reporting system for assaults and health and safety issues at facilities.\u00a0<\/span><span data-contrast=\"none\">In addition, a communication platform is needed so OMH staff assigned to Corrections Based Operations (CBO) can efficiently share reports\u00a0with labor and management.<\/span><span data-contrast=\"none\">\u00a0Any\u00a0lag in reporting prevents\u00a0timely\u00a0responses\u00a0and leads to inaccurate records.\u00a0It is also imperative that members feel encouraged and supported by the union when they do report anything.
