August 18, 2023 — For eligible PS&T unit members, your upcoming paychecks will contain retroactive pay, covering the period starting on March 30, 2023, for the Administration and April 6, 2023, for Institution payrolls.
The Office of the State Comptroller (OSC) released Payroll Bulletin 2149 providing for the payment of retroactive salary increases and, in accordance with the recently ratified 2023-2026 contract, the across-the-board salary increase for this fiscal year is 3% and retroactive salary increases will be in paychecks dated August 30, 2023, (Administration) and September 7, 2023 (Institution).

In addition, retroactive location pay will be paid in accordance with the increases defined in contract Article 7.13(d), with Mid-Hudson going from $1,513 to $1,543 and Downstate from $3,026 to $3,087.
Effective April 2024, a second increase in location pay will take place (to $1,650 for Mid-Hudson and $3,400 for Downstate) and a third increase will take effect in April 2025 (to $2,000 for Mid-Hudson and $4,000 for Downstate).
